Water cooling is safe as long as its all sealed properlly, its just a closed pump system so as long as theres no leaks then what can go wrong.
As for cost I have been looking into it myself and its not that expensive as long as you dont buy the pre made kits (which are crap anyway)
I worked out it can be quite cheap as all you need is -
Pump
Radiator
120mm Fan
small water tank
Tubing/fittings
and finally a cpu block (most expensive part)
Most of the above can be got cheap from hardware stores etc or you can find them 2nd hand (fish tank pump, car heater core for the radiator, marine electrical box for water tank etc if your lucky you might like me have acsess to a cnc machine to make the cpu block)
Theres the risk you will fry your system if it goes wrong but the water used isnt normal and is not conductive like tap water so a leak doesnt have to be fatal.
Im still considering doing a water cool system so Im not an expert or anything so some of the above may be slightlly wrong but thats the general idea..


As for quiet fans try makes like Papst as they make very quiet fans with decent performance and use the biggest size fan that you can fit on your heatsink
