static is suppose to build up. but how can static end up in the plastic hose? really, even if you know what you are doing, it won't matter. That's why the case is made out of metal so that if there was a wiring fault, electricity goes to a path of less resistance (which is the case) and the case acts as a ground.

I remember this because i have a whole class about computer hardware. and we had a whole week about electricity and damage static would do.
