I'll assume you have No$GBA 2.6a, No$Zoomer 2.3.0.2 with Squall's english language pack and your preferred Pokemon ROM.

1) Put all No$GBA and No$Zoomer files and subfolders in the same folder.
2) Start No$Zoomer and navigate to the folder where your Pokemon ROM is and start it up.
3) If No$ shows kanji (japanese letters) or empty blocks, go to the fourth option from the left, then the third from the bottom; and set Squall's pack.
4) Go to No$GBA->Options->Emulation Setup and set
-a) 3D renderer to no$gba
-b) Startup/reentry point to Start cartridge directly
-c) NDS cartridge backup media to Auto
-d) Emulation speed to Realtime, Auto
-e) Sound Output Mode to Digital Mono or better
5) Click on No$GBA->Options->Save Options
6) Reset the game using the Numpad * button
7) Play and enjoy

After this first time, you only need to go through steps 2 and 7 to play.
Also, for your own good, let the 1337 and ***** speech be. It's just ridiculous.
