We are given no backstory to the main baddie (except the fact she is hated for her sorceress powers) and no explanation for her influence in the present events. She is just one of those baddies who is hated, so she is spiteful to others. You could argue the same about Sephiroth, but Sephiroth had a backstory that gave him motivation and determination.
