However, from my experience of VIII, you cannot get any good spells that raise your stats significantly at the start of the game (let's say, until the start of Disc 2 - after all, why would they give the best spells that could make your party invincible, at the start of the game?). So with this in mind; until you reach a point in the story where you can draw high-level magic (which takes time) and find enemies that give you such spells (which takes time) - you have to draw more magic from them, in order to junction it to magic, so that future draws are more effective; BUT I'm guessing that by the time you reach a high magic stat that yields 35+ spells-per-draw, the game is pretty much over or you already have most of the best spells, rendering your efforts to get a high magic stat wasted. The only upside is if magic determines damage done by your spells - but I'm focusing on the more annoying and flawed drawing mechanic for reasons already specified.

However, that's all just theory - I haven't played VIII in ages, so everything I've just said is probably wrong.

Never reached it in 14 hours, no; mostly because I like to have my games mostly completed, so I go around doing all the side-quests and mini-games I see. As for Doomtrain, I think there is only one way - and that's the use of certain items at Tear's Point (look up the items needed on GameFAQs, then refine them from any cards you have).
