Let's see, Basch hits 4k, Fran hits 3k only faster. You do the calculations, but if one member hits harder while the other hits softer but faster, the damage output will relatively be the same. You have no major reason to use Basch over Fran or vice versa because the difference is fairly small.

I just listed over 5 review sites. What your not understanding is that those reviews are done by
human beings. They have feelings and opinions to ya know. There not payed or endorsed by square in any way. Are you implying that they got together and said, "lets give this game a high rating for the sake of kicks, lulz, and shenanigans". I think not.
They can't all be lying can they? :O
Gameplay wise XII was arguably better then all previous final fantasy games. Story wise- not so much. I've beated 3,6,7,8,9,10,12, crystal chronicles, crystal chronicles (ds), and revenant wings.
Fran has high defense and when she hits its not that much faster than basche. Basche has normal normal defense and high strength. Numerous things effect a character most obviously there growth rates. THe diference is not fairly small either. A cutscene hinted something very obvious.
Fraan+Beserk+Katana= 3 hit+ combo most of the time.
The same can't be said for basche. Penelo accels at magic and has high hp.
I haven't used ashelia because I don't like her. Balthiers speed accuracy and combo rate pawn all.
BTW: Your opinion is biased. You didn't like the style of gameplay.
