I have to recommend you that CPU. It can be found around 180$ and with Arctic Freezer 7 ~ 20$ it makes a clocked CPU ~200$ max, which is nothing compared to the expensive over 400$ quads.

I dunno about the prices where you live, but (almost) everywhere else, a Q6600 costs only marginally more then a E8400 does. Its the buyer's pick basically, if your main aim is full speed PS2 emulation, then an OCed E8400 is much better, if you want acceptable emulation and concentrate more on future-proofing and multi-tasking, a Q6600 is better since more and more apps are starting to support 4 cores. For normal PC gaming, both will perform superbly, but a Q6600 will be better if the game can utilize all 4 cores and will work with an ATI HD48xx better. Otherwise, both chips are excellent overclockers.
