if that was the case, then you would not be able to download an exe file for a GPL program WITHOUT the source code. You would HAVE to download a zip file containing both the source and the binary.
Every single site, ever, offers both of those as separate downloads. You must make it available, but a person may opt out of receiving the source codes.

That being said,my point stands that no one is obligated to give a random stranger their code.
It has to be someone you provided a compiled program to.

If you distribute via X, you can choose to make those two seperate, as long as you offer (at no extra charge) the source code via X as well to anyone buying / receiving the compiled product from you.
