1.6b is the last version of the official PCSX program. The only progress you'll see now is from PCSX-df, a Linux continuation.
I'm sorry I can't help with the flickering problem at the moment. My FFIX has been borrowed by a friend but I'm getting it back in the next few days. I'll see to it then.
