I don't give anything a certificate if it performs under 60FPS at least in PCSX2. Seriously.
X3500 broke 80fps without speed hacks, and it deserves a spot.

Such a rating should only be given to at very least the 7600gt. There is a reason the 7600gt and 8600gt are listed repeatedly and consistantly by users as the minimum requirements for pcsx2.

Now I say X3500 is the bare minimum.
