I'm playing on a Gateway M275, and yeah, when I was first playing Ouendan on it, some of the clicks were sometimes unregistered. Here's my insight:

1) Assuming you are using WinXP Tablet edition, in the Control Panel -> Tablet and Pen Settings and goto the Pen Options tab. Click on the Settings... button and in the dialog box that appears, DISABLE the Enable press and hold for right-click checkbox. This should keep Windows from unnecessarily checking click lengths and the click would be more responsive.

2) If you are using a Wacom-based tabletPC, try fiddling with the Tip Feel properties (Control Panel -> Pen Tablet properties). It might help. Take note that Wacom-based tablets use the stylus to relay the position of the cursor, and thus is not as fast as touch sensitive based TabletPCs. Playing Ouendan on Insane is almost out of the question. Ah, so you're using the HP Tx series, which has Touchscreen. You can ignore advice #2, and try to fool around with any tablet settings you can find instead.

Hope I'm able to help a fellow TabletPC owner.
