That's a barebones laptop. Meaning, it doesn't come with some of the parts. Unless you're willing to buy the CPU, Memory, Hard Drive, OS, and more separately and install them yourself its probably a good idea to give it a miss.
(Do note, that assuming you do go for a barebones Laptop, you'll be able to customize it to your exact wishes. Although in the long run it usually doesn't turn out to be any cheaper.)
EDIT: Just saw the bottom most section. Turns out you can buy the parts, and have them installed, but the final price (assuming you chose that route) is well above 700$.
