It is just another excuse the cable companies use to charge an additional 20-30% premium over rev 1.2 cables.
the truth about rev 1.3 is that it offers at the moment absolutely nothing to the consumer. It has a couple new improvements all pretty much worthless and biggest benefit is the increased color accuracy, from 8bits (24bit) for each of the 3 color ranges to now iirc 10bits. The only problem is that BLU-ray media disk format will never support anything more than 8bit color accuracy per channel. The entire industry is already set to make things with 24bit color so it won't change for
many years.
Also I'm pretty sure most plasmas with there high color range are still only 8bit per channel. And many LCD panels being TN (twisted nematic) only support 6 - 8 bit per channel color range (and many that reportedly support 8 are actually lying and have algorythms that attempt to synthesize the missing colour range yet are advertised as fully displaying all 24bit colors) to poor results (aka Apple MacBook lawsuit).
