pSX Author introduced a fix for this behaviour a few versions back but, although it seems to have fixed the problem on the Controllers configuration tab (which AIR was what he intended), some games still exhibit this behaviour in menus. ATM the only solution seems to be a light touch!
I noticed this when I tried Suikoden II on pSX. What seems to happen is the directional input is sent twice, or at least thus in the case of tapping. A "light touch" won't help, unfortunately. The phenomenon occurs everywhere and not only menus, but it is just more noticeable in menus. Just take your player out for a jog in a town, you might notice him stopping very briefly at random times, then immediately running again.

This happens in v1.13, the newest version, as it's the one I have experienced it on. As far as I know, there isn't a way to fix it at the present time.

EDIT: I guess I should mention that I'm using a PS2 controller on some cheap adapter I got from Amazon for like $7.99. I can't remember if I tried it using just my keyboard.
