Which version of pSX are you using, donutbandit? And what controller?
pSX Author introduced a fix for this behaviour a few versions back but, although it seems to have fixed the problem on the Controllers configuration tab (which AIR was what he intended), some games still exhibit this behaviour in menus. ATM the only solution seems to be a light touch!
