two cars running @ 30 miles per hour can carry two loads to passengers from a place to another, but it doesn't mean that the transportation is going 60 miles per hour!
if they are both 3 GHz, they they are exactly the same if they are using the same technology unless the program you use use 4 cores, then the quad can take more LOADS than the duo, but they still process each commands at the same speed, 3 GHz.
So yesh that is correct :]
