anyways, XP w/ the taskmanager shows 0%, vista shows 3%.
that means just opening a simple window takes up a big chunk of your CPU performance.

Got my keyboard showing me my CPU and RAM usage.
And having more than one window open + typing stuff in Firefox makes my CPU go from 0% to 2%, when I stop it idles back down to 0%.
(even with Task Manager I can see it idles to 0%, so maybe it's just you
dunno, look at what kind of useless vista software is open, look at what you can disable)
