Possibly both 25 and 60 are right.

25 is very possibly correct since that core is probably idling (not being used), while the second core core 2 of the dual core cpu you have is at full load near or at 100% use. Most programs now days are still only capable of utilizing a single core.

You have to take into account what your computer is doing at the moment you check the temps. On the otherhand it could also theoretically be faulty temp monitoring software. What program are you using?
