8600 GTS is plenty for most games. Overclock your 4500 a bit (specially if you're running @ stock), something near 2.5 GHZ+.
Your machine 'Should' be able to run games like
Disgaea 1&2 60 FPS +
Final Fantasy X, X-2, XII 50-60 FPS + ( Even more with speed hacks )
Shining Force Neo
Wild Arms 4
Etc.

There should be no reason what so ever why you can't, other than you're not configuring your system right.
Also using Vista only knocks off about 5-6 FPS which really isn't much since DX10 is really worth it. Also make sure you check PCSX2's compatibility list, while Tekken 5 is indeed playable it lags to a crawl even on beastly machines. I can barely get a decent 40-50 fps.
