I think you're confusing yourself. Dual core processors usually (but not always) run the cores at the same clock rate. So a processor that is marketed as a 2.8Ghz dual core processor is running each core at 2.8Ghz.
Both cores run at 2.8Ghz, but that doesn't mean you can just add them and say the processor is a 5.6Ghz processor. Even if you have two independant dual core processors (4 separate cores over 2 processors), you can't add the clock frequencies. As with all things involving computer hardware, it isn't nearly that simple.
