Yes, there is some point to liquid! 4.5GHz on a E8400 or E8500 or E3110 is what you want if you want all games to run at at least full speed.
Actually, I have some $30 mobos that can take a quad... but they can't overclock for the love of god!
IMHO, for PCSX2 at full speed, anything short of a 3.6GHz Core processor with less than 2 cores is just too... weak. Sincerely, we need a lot more CPU power than we think... in some games (if not most of them).

only for Crysis and PCSX2 lol,
At the end it's just a waste of hundreds of dollars for single digit fps gain...
and there is NO CPU ON EARTH that can run all games at full speed on PCSX2, howmany times do we all need to stress that
and what do you want above Q6700? back to duo core is downgrading for future gaming, Q9450 is probably not worth the switch consider new CPU will come out again.
So that only leaves the Qx left...
and a 'decent overclocking' mobo is another $200 to $300 lol
