To be honest... you don't need them to be stable!
Why? It's simple... even at stock clocks, the phone may have problems with applications, anyway (mostly Java). If it doesn't run... it just doesn't run.
But to stress the components, it's not that hard. Just make them do repeated calculations and self-test for about an hour or so. Since it's a cell phone, you are pretty much good if you can calculate for an hour straight.
