Well, while E2160 is not exactly a Core 2 Duo, it definitely isn't a "regular Pentium" either. E2160 has the same core architecture as the rest of the C2D family except it only has 1MB of L2 cache, whereas other C2Ds, such as E4300, has 2MB or more. It is just as overclockable as the other C2D chips, and the lack of L2 cache only affects performance in few cases, such as games. It's what I'm running right now, too.
