The clock speeds of the 9600gt seems to be affected by the speed of the PCIe bus. If you overclock your PCIe clock, so does the graphic card. If you don't overclock the PCIe bus, the card will be clocked like it should.
There have been numerous beta updates, but if you're looking for WHQL drivers, then yep, those don't get updated that frequently.
