Lol, you said Top Notch and beats the Optimum requirements, but optimum is 4.0GHZ...
Anyways, you got a 8800GT, set that res to something like 1280 x 1024 for some kickass graphics and no slowdown.
Use Pixel Shader 3.0, and use ZeroSPU2 with Time Scaling, make Texture filtering a "Grey" box, and use F5 to cycle through Interlacing modes during the game itself.
Like said, your CPU is actually weak, but ok for all 2D games, and some low-requirement 2D games...if you can OC that...performance will increase, slightly...right now AMD is a bad choice, sadly.
