No, it'll be for both I'm sure. If nothing else, it'd be on a Windows version before a Linux version, since the Linux version is essentially a port of the Windows version (and even if it isn't, pSX Author seems to be mainly a Windows user).
With news like this, I can already see some of the PCSX2 fanboys sniffing around here...
