No, pSX Author sometimes posts WIPs (there were several when he brought out the first Linux version), but he hasn't posted any for pSX version 1.14 - I know, I've tried the usual locations.
Version 1.14 won't include Playstation 2 emulation - that's probably still some way off - but it will include video capture.
