If you are running Vista, then you are running some version of DirectX 10. However, your video card might not support DX10 and then it will only use the features that are available(such as taking the DX9.0c code path). As Mkilbride2588 asked, what graphics card do you have?
If you have a DirectX 10 compatible video card make sure that you have d3dx10_36.dll in your PCSX2 directory or it will crash.
