im guessing this is because mame's goal is to document the entire hardware, not make it run at an enjoyable framerate. for example, mame .117 added the cps3 cd-check. for the gamer, its annoying and adds a 100meg file to nvram. gameplay wise, it doesnt do anything, but its "accurate" emulation.
so even if samuele zannoli, belmont, and the rest of mamedev documents naomi, i think its safe to assume it wont even be playable for now. maybe intel's double quad-core platform will remedy this problem.
i only wish mamedev could release two versions of mame: the current version and an ultrahle-inspired version that allows hacks and whatnot.

Mame is opensource, if you want a faster version go make it yourself.
