Seems one of the 3850 owners has figured out whats partially causing the slow down. And it almost certainly effects gsdx9 as well and possibly ZeroGS.
Also it effects other emulators he's using, pj64 gets ~6fps

studying some old ffxii videos i made against ffxii now shows my cpu is the bottleneck in both
it's the same one as before at the same clock speed,
so for it to max 100% on pcsx2 at a lower frames speed means it must have more to do
to everyone considering or owning the 3800 cards - I hope this helps
the future drivers should improve performance

sorry to rain on ATI's parade, not something I like to do to the underdog or a Canadian based and formerly owned company, but I'm thinking these drivers may never be optimized to perform properly with pcsx2 unless someone outside the company modifies the open source drivers. Even if they are optimized to put the load back onto the 3XXX it will likely mean even more work for the card and the gap between the nvidia 8XXX and ati HD 3XXX will widen even further.
