Keep on flooding. I'm too busy with college to color anything properly with the mouse... and my tablet won't be here til next week.
Looking at that picture, I realized what was so funny about your art style. It's not the color that is funny... (I find it quite funny, but that's not really it) but it's the proportion? Sometimes it's somewhat... off? The hair color seems fine... (though it's quite a chaotic mess with highlights and shades in the same places...) but the proportion is really getting on me for some reason. Sorry... perfectionist's disease. I'm not satisfied with any of my works, anyway.
Anyways:

I think I was too focused on the hair XD, I only spent like 5 min on the rest lol. So the hair kinda stand out a bit due to the contrast, and I only did some random stuff on the bg too lol. It was just a test XD.
Well, what I think is that if you want to use pen tool, you can just use the cursor; what's the point of an actual pen if you are using preset pressure? You can transform the lines anyway.
You get light+shadow overlapped when ever you have two or more light sources/reflections, if you haven't noticed. Even when you get the sun right above your head, you still get reflected light from the ground or water, unless you are soaking in black ink O.O. Plus each individual hair reflects/absorbs light (the hair is not sheet/helmet looking^^). So unless you are coloring an anime, you should overlap some light with some shadow to produce more color, other wise you can just use hte gradient tool. Anyhoo, that was my point even though that was my first piece with tablet^^, just talking about some experiences with the cursor.

If it is so, then you should have the light source coming from behind the picture, which means you need to highlight the out line and have shadow at the front of the picture, for exp. the hand should be darker than the face.
Try to take advantage of the filter function if you are using Photoshop CS2 or CS3 instead of the blur tool.
Also, try not to use brush tool to color or shade the picture because you get blank spots at multiple places. (only use brush to do shadow if you are stacking the color)
For the eyes, if you look at a contact lens from the side, you see an oval shape; also, you cannot see the eye white on the other side if you are looking at the face from the side (unless the person is looking at you) The eyes will also look better if you add some eye lashes esp. if you look at it from the side.
The nose bridge of the girl seems kind of long. Try to draw the skull first, so that you can get the spots at a better place. It also seems to me that the girl has no jaw ><.
For the hair outline, use a straight line down and have some parts stand on top of another so that it wouldn't seem like a piece of hair.
One more thing about the outline is that you can use color on the outline so that it wouldn't seem so hard on the edges.
The water seems fine, but you should blend in the colors of the sky.
Here's my self made background that I abusively over used XD:

The iceberg was 3-D rendered, but the rest was drawn with cursor and Photoshop CS2

Naruto style? really? ive read and watched some episodes long ago but i stopped since i got bored with it already, same with Bleach. Speaking of naruto i think ive only drawn 1 or two sketches of it somewhere in the thread (years ago)
The drawing style i use changes slightly whenever i watch or read some manga/anime, I guess some of the drawing styles of some of them are retained in my memory and apply and mix it whenever i draw (or sketch which i always post lol). Apparently im reading Black God (KuroKami) which has a quite interesting story and art style that is easy to mimic
Inactivity? I guess im more busy in the real world(!), saving some dough for a new GPU (which was supposed to be a graphic tablet ) , and i already posted some days ago, i need to get in the mood again to doodle some more, unlike Kellicross who didn't post a long time ag........WHOA! your back! the TC is back!! nice animations i remember years ago i also like doin those stuff >.<
