Yeah... but that's only true in the case of the X19xx series. Aside from those, none other have ever beaten nVidia in terms of performance and image quality.

However, ATI rushed to release their new R600 and ended up with a card less decent then expected.
They should've released this one 7 months ago... but they didn't. They had to release something now, or nVidia will dominate the whole market. However, the R600 is still not ready even after 7 months. It could be because the G80's are too good... or it could be because of the mess that happened when ATI was bought into AMD... no one knows. One thing is for sure: ATI didn't rush their R600, they should have released it 7 months ago, and it's now a disaster to them.

Besides its OK if they are late in releasing the HD 2900XTX cause, DX10 hasn't even become popular yet. I'd bet if they were to take their time into making an awesome card, they would do well again.
According to some early benchmarks, the 2900XTX was delayed because it offered very little performance improvement over the XT... while the price is blatantly higher. You could blame premature drivers for that... but thing is... they had over half a year to develop decent drivers for the card, and they still can't. They really had all of the technology to do all that they're doing now one year ago... when the XBox360 came out... but they were too deep in the celebration of their first ever victory over nVidia (X19xx beat 79xx) that they lost track of time and reality... and they let nVidia take the initiative with the 8800 series. Even when the XTX comes out, ATI still needs to come up with a solution for a rival of the 8800 Ultra... which performs almost 1.5 times better than the GTX... which is outperforming the 2900XT by a factor of 1.3 in average.
