If your problem still persists you should take some things into consideration: If you use Pete's OGL or D3D Plugin don't use any Texture Filtering to prevent those Plugins to mess your Sprites up. If you do want Filtering my advice would be to use one of those Hqx Shaders around. As for peops i don't know why it won't work properly, i never had
any problem with it. Maybe your CD is scratched or your Drive is bottlenecking. Other than that i can in no way imagine how it's slowing your system down so bad.
Personal advice try using SSSPSX and see if you still have the same problems.
