Simple. Your GPU, to be frank, sucks. If you can, get a better one and you'll see improvement.

And 512mb and you're running Vista?!!? WTF?! You should go back to your seller and slap 'em! 512 is acceptable for XP, but I'd have at least 1gig if you plan on using PCSX2
