Well that's because The Melancholy of Suzumiya Haruhi, at least for the first chapters, is not a plot-driven story. I think that's what you have expected from most series since you found the chapter to be fillers. The point is that it is a character driven series, and one of the best ones at that (hence why it is seen as the best 2006 series). If you prefer story driven series the upcoming second season should have more or that, but you are already losing out on excellent series like Mushishi, Kino no Tabi, or extreme slice of life series like Aria or Piano.
Heck in Aria there is an episode that consisted in the protagonist going to buy some things, finding that the day was way to hot, stopping at a cafe to cool herself down and chitchatting with the people there. End of the story. Yes, the story of the chapter is nothing short of overly simplistic, but the quirks of the character, the well-drawn scenarios, the misteriousness of the atmosphere and the characters she encounters among many things make up for a series that is excellent without being about anything. Character driven series. even if Aria would be a bunch of fillers pasted together from your POV. (and it is 36 episodes long, and it has its fanbase
