It would be a royal pain in the ass, you would not be able to oc through software, the internal clock would be totally goofed up, and I'm sure the list could go on. It isn't a simple matter of just jacking around with jumpers or anything like that. You'd probably have to solder/cut some connections and to find out what connections those are would also be a pain. And who knows how stable it would be if you could actually oc, or if the power supply could support it. You'd also probably have to oc the sound cpu I believe, which would be yet another annoyance. All to run a snes emu at full speed too?! I'd be tempted to venture into it just for the kicks, but I don't even own a dreamcast and am too poor to be replacing messed up ones if I did own one.
