Probably.. I always check the news submission and other forums pertaining to the certain emulator to make sure it isn't posted already.. Plus Ngemu doesn't do news on misc. console emus so that's where I post most of my misc console emu news posts..
If ngemu started posting news about other consoles, then I'd post them in the news submission section.. Otherwise, in the misc console section it goes..
