Seeing as how you can spend about 2000 bucks on a desktop now and get mostly playable speeds for well-tested games, next year you'll probably be able to spend about 1200 for something similar (i'm talking strictly desktop PC, no monitor, CDN dollars). But, as is always the case, you should know what you're getting. They will still be making Intel GMA (integrated) and other crappy video cards, which will be a hindrance to PCSX2 performance and will require upgrade. Video cards also go down in price but it seems like less so than computers themselves. For instance, a GeForce 7800 GTX is still worth at least 300-350 dollars (CDN), even though a 7950GT is pretty similar in performance but newer (and is itself about the same price). But if you're talking about going and buying a 900 dollar pc package with monitor and printer at best buy then no, it is unlikely that you'll be able to play. That's my assumption anyways - who knows, maybe the whole world will be running Q6600's and X2 5000+'s by the end of next year?

Also keep in mind that for a lot of games there are compatibility issues, due to the fact that PCSX2 is still technically a beta, and even with a Core 12 80 core processor it still wont' be able to run those games until the team can make some improvements (go team!)
