i contend that the evidence (i.e. the forum) shows that most users asking about specs are clearly not capable of that
edit: crap, then instead of asking if their comp is good enough, they'll just ask what comp they should buy. and even if we put big notes everywhere listing the parts they should look for, they'll just keep asking anyway!! ("i know the sticky says i should buy a core2duo, but can't i just buy a smithfield instead?")
