Answer 1 - PSX to PC adapter + controller. Some (most?) Boom adapters (tested 3 Boom N64+PSX to USB adapters before getting Answer 2) are poorly designed though and don't work properly without re-soldering.

only issues i had with vice city are the fact the right analog's axes are the wrong way (e.g. to turn camera left/right i have to push up/down on the right analog stick

) and i use a PSX-USB adapter from play.com (not sure if their stocked still) and a GAME unofficial ps2 pad (analog sticks are a bit too sensitive but that's about it and that's partly a problem with the adapter)
